ROCC brings together experienced medical physicists, medical dosimetrists, radiation-safety professionals, and operational support under one coordinated model.
The organization was built around a straightforward need: radiation oncology programs require dependable access to specialized expertise, but staffing, workload, location, and technology needs do not always align neatly with a traditional full-time hiring model.

Gavin Hasson, MS
Partner, Chief Executive Officer
Gavin Hasson is a Founding Partner and CEO of ROCC, where he leads business operations, administrative strategy, and organizational growth. He brings graduate training in healthcare administration and a strong operational perspective to every facet of the company.
From ROCC's earliest stages, Gavin has built the company's operating foundation — from client service frameworks and engagement onboarding processes to the communication and accountability systems that allow ROCC to serve multiple organizations simultaneously. He oversees contracting, financial operations, and organizational development, and works directly with clients to scope engagements, coordinate logistics, and ensure service continuity. His focus is on building durable service relationships with clear expectations, responsive communication, and operational transparency.

Brian F. Hasson, PhD, DABR
Partner, Chief of Medical Physics
Brian F. Hasson, PhD, DABR, is a board-certified medical physicist and Partner at ROCC, where he serves as Chief of Medical Physics. He brings decades of clinical leadership and deep expertise across advanced radiation oncology treatment programs.
Dr. Hasson's career spans clinical physics leadership at community and academic-affiliated centers, with direct expertise in stereotactic radiosurgery, SBRT, IMRT/VMAT quality assurance, HDR and LDR brachytherapy, motion management, and complex treatment planning. At ROCC, he sets the clinical physics standards that guide all engagements — defining quality assurance protocols, chart review procedures, commissioning workflows, and the technical benchmarks expected of every ROCC physicist. He plays a hands-on role in the most complex clinical cases and serves as the senior physics resource for troubleshooting, second opinions, and program development.
Ahssan Balawai, MS, CMD, R.T.(T)
Chief of Dosimetry
Ahssan Balawai, MS, CMD, R.T.(T), serves as Chief of Dosimetry at ROCC, where he leads treatment planning services and dosimetry operations. He brings deep technical expertise in complex radiation oncology planning and clinical workflow execution.
Ahssan oversees all treatment planning operations at ROCC, including plan quality standards, turnaround expectations, template development, and cross-site consistency. His clinical planning experience includes 3D conformal, IMRT, VMAT, SBRT, SRS, and electron techniques across multiple treatment planning systems. He works directly with client dosimetry teams and physicians to establish planning protocols, review complex cases, and ensure each plan meets both the prescribing physician's intent and ROCC's internal quality benchmarks. He also leads dosimetry onboarding for new engagements, including system access, workflow mapping, and planning-standard alignment.

William Murphy, PhD
Vice President of Strategy and Innovation
William Murphy, PhD, serves as Vice President of Strategy and Innovation at ROCC, where he leads strategic growth, technology initiatives, and operational development. He brings more than a decade of private-sector experience in biotechnology and medical technology innovation.
William's work at ROCC spans strategic planning, operational process design, technology infrastructure, and new-market development. His doctoral research focused on advanced medical technologies for radiation oncology, and he brings more than a decade of private-sector experience in biotechnology innovation, product development, and translational engineering. At ROCC, he leads initiatives to improve service delivery through better systems, tools, and processes — from internal operations and communication workflows to client-facing reporting and quality tracking. He also manages partnerships, market analysis, and growth strategy as ROCC expands its geographic and service footprint.
